Well I prefer to think of them as one complete film because that is how the director wanted it to be viewed, but if I had to pick one I would probably say volume one, mostly just because the pacing is a little bit better.

That's true, they were meant to be viewed as two halves of one complete movie, best seen back-to-back.
With such drastically shifting tones, going from an old-style Kung-Fu movie to a more Western feel, it's easy to forget that.
